Video streaming from 3416 Moscow polling stations was carried out by Netris software. Equipment and software, used for broadcasting, was purchased for the past election campaigns. Netris solutions including Netris iStream video servers and Netris CCTV Platform Election Edition are the basis of video-surveillance system for elections in Moscow. The solution was already implemented on Elections of the Moscow Mayor in 2013 and elections of Moscow State Duma deputies in 2014. A set of user interfaces for Election Observation Public Headquarters was developed by Netris specialists. Access right management was also realized in accordance to the security policy and employee's responsibilities. Observers were able to watch real-time video from the cameras (including 12 video streams simultaneously in tiled mode) as well as archival video with the ability to rewind, pause and review the record frame by frame. If observers fixed violations - they had an ability to send immediate message to Election Observation Public Headquarters using the same interface. After that the Commission took necessary steps. Using cctv-cameras for voting control is an essential element of openness, which allows to reduce the number of violations and to ensure public regulation over the voting process.
